is currently the Officer-in-Charge (OIC) of Supervision and Examination Subsector II (SESS II) of the Bangko Sentral ng Pilipinas (BSP).

She joined the BSP in 1987 as a Bank Examiner. She eventually joined the regulatory policy group of the Office of Supervisory Policy Department (OSPD) before being tapped to be the Deputy Director and Head of the then Financial Consumer Affairs Group (or FCAG, which is now the Financial Consumer Protection Department). Prior to her assignment as OIC of SESS II, she also served as Director of the Integrated Supervision Department I, and the Central Point of Contact Department IV.

Mrs. Caraan has been and is involved in a number of internal and external committees and working groups, including in:

1. an inter-agency committee convened by the Department of Finance for the task of developing a framework for the regulation and supervision of credit cooperatives;

2. the Alliance for Financial Inclusion where she served as the Chairperson of its Consumer Empowerment and Market Conduct Working Group for three (3) years;

3. the Professional Enhancement Program for Bank Supervisors of the SES; and

4. the BSP’s Engaged Stakeholders Strategy Team.

Mrs. Caraan, who was a BSP Model Employee Awardee in 2006, is a Certified Public Accountant, and a Civil Service Executive Eligible. She obtained her Bachelor’s degree from the University of Sto. Tomas, and holds a Master’s Degree in Public Administration from the University of the Philippine’s National College of Public Administration and Governance.
